Ah, well, there may be someone more encyclopedic about Japanese anime, but I believe it is this:
The city of Nara, in Western Japan, is the ancient imperial capital, and home to many many famous Buddhist temples and statues. It has a deer park, representing the "Deer Park" in India where the Buddha is said to have preached his first sermon.
Actually, a bit of a scary place: The deer will come up to folks and bite them on the backside if you don't feed them all! Ouch. I ran out of crackers, and next thing I know I am getting pinched on the posterior by an angry buck!
The warning sign in the park for the tourists ...
With me so far? Okay.
So, the city officials of Nara a few years ago were looking to make a cute Anime character to represent the city. Some wanted a statue of Buddha or a Bodhisattva. Some wanted the deer.
They compromised with a character, that is Jizo Bodhisattva with antlers. Yes they did.
Now, I believe that the character in the video is a somewhat more macho version of that.
